I've heard debate on this in the past and have often wondered myself what happens to counters on locations (ie. Eye of the Storm) if they are turned face down by cards like "Bladehands" Spigotgulp.
I looked in the comprehensive rules and found the following:

So am I correct in the belief that if an EOTS with counters is turned face down it's counters are removed?
Yes you are correct. Any resource turned face down, has all counters removed from it by PPP.
However, note another common scenario: If the "eye of the storm" has honor counters on it, and it gets a "Spell Suppression" attached to it, then eye of the storm loses its powers, but the honor counters remain. Therefore, they can still be used to remove Adam Eternum from the game.
EDIT: Also note that if that same Eye of the Storm with a spell supp. attached later gets flipped for whatever reason, spell suppression stays attached to the flipped down resource. Usually it doesn't matter, but sometimes it can make a difference.
